Basically, Pgn2ltx doesn't have any requirements but if you want to process the generated LaTeX files you will need:

try to start Pgn2ltx under plain DOS you will have to install the
required DPMI server as needed by DJGPP (the compiler I used to create the binary version).
For this, unZIP the archive `csdpmi5b.zip' contained in the package
`pgn2ltx1_1exe.zip'.
Then, copy/move the files from ``bin'' into the directory where
the program Pgn2ltx resides.
